Applications for the 2025-26 and 2026-27 academic years can be submitted through the Odisha State Scholarship Portal (scholarship.odisha.gov.in) from August 18 to August 31, 2026. Selected students can receive assistance towards tuition fees, living expenses and other incidental costs, subject to the prescribed limits. Bidesh Sikhyabruti Scholarship Scheme Apply Online
- First of all, visit the official Odisha State Scholarship Portal at https://scholarship.odisha.gov.in/home
- On the homepage, click "Check Scholarship Eligibility" first or directly click https://scholarship.odisha.gov.in/check-eligibility to confirm whether you are eligible for Bidesh Sikhyabruti Scheme or not.
- If you are eligible, scroll over "Login" tab present in the main menu and click "Student Login" link.
- New users can click "Don't Have an Account? Register Here" button to open student registration page.
- Enter Aadhaar Number and click "Get OTP" button. Verify the OTP to open Bidesh Sikhyabruti Scholarship apply online form.
- Existing users can enter Unique Number/Aadhaar Number, Password, captcha and click "Sign In" button to make login.
- Once logged in, select the name of scheme as Bidesh Sikhyabruti Scholarship Scheme and fill its application form.
- Upload the requisite documents including caste and income certificates, proof of admission, academic record etc.
- Finally submit the filled-in form completed in all respect.

Bidesh Sikhyabruti Scholarship Eligibility Criteria
To be eligible for the Bidesh Sikhyabruti scholarship, applicants must fulfil the following criteria:- Domicile Requirement: The applicant must be a permanent resident of Odisha.
- Category: The scheme is applicable only to candidates belonging to the Scheduled Caste (SC) or Scheduled Tribe (ST) categories of Odisha.
- Admission Requirement: The applicant must have unconditional offer of admission to Top 200 QS-ranked foreign Institutes/ Universities as per the latest available QS Ranking at the time of submission of application for scholarship.
- Academic Qualification: For a Master's degree, the applicant must have secured at least 65% marks in the relevant Bachelor's degree. Moreover for Ph.D. admission, the applicant must have secured at least 65% marks in the relevant Master's degree.
- Age Limit: The maximum age is 35 years for Master's degree applicants and 40 years for Ph.D. applicants.
- Income Criteria: The annual gross family income (without deductions) should not exceed Rs. 12,00,000 /-. This includes income of all members of the family and from all type of sources including pensionary benefits. The applicant shall declare that he/she is not a regular employee of any Central/State/ PSU/ Autonomous Body at the time of application for the Bidesh Sikhyabruti.
- Clean Record: Applicants shall be debarred from availing the financial assistance under this scheme, if any disciplinary action or criminal charges are reported by the Indian Embassy/High Commission in the concemed country during the period of the financial support.
- Candidates already staying or studying or having completed studies abroad by utilizing any other scholarship from State Government, other agency, or through own funds are not eligible to apply under this scheme.
- Exclusivity of Benefit: The applicant should not be availing any other scholarship or financial assistance from State/Central Government/ PSU or any other organization including private institutions or persons at the time of receiving support under this scheme. If a student receives any financial assistance, fellowship, grant, fee waiver, or stipend from a foreign university/institution or any other national/international funding agency, in future, for the purpose of pursuing higher studies abroad, he/she shall not be eligible to receive scholarship under the Bidesh Sikhyabruti Scheme. In case such assistance is obtained after the sanction of the scholarship, the Government of Odisha reserves all rights to cancel the award.

Documents Required After Selection in Odisha Foreign Scholarship Scheme
In case of selection of the candidate, then issued provisional award letter under the Bidesh Sikhyabruti Scheme, the candidate is required to submit the following:- Attestation form

What is Odisha Bidesh Sikhyabruti Scheme 2026?
Bidesh Sikhyabruti Scheme is a State-sector scholarship programme under the Mukhyamantri Medhabi Chhatra Protsahan Yojana (MMCPY). It provides financial assistance to eligible SC and ST students for postgraduate and Ph.D. studies abroad. A student can avail of the benefit only once, either for a PG or Ph.D. course. The scheme is structured to support 50 students per year, distributed across various streams and disciplines. An upper ceiling of ₹25 lakh per student per course per year has been prescribed for both PG and Ph.D. courses. For PG courses, assistance may be provided for one or two years depending on the course duration. Ph.D. students can receive assistance for two years. There is no extension beyond two years. The overall benefit is subject to the applicable ceiling of ₹50 lakh per student per course, and a student can avail of the scholarship only once in their lifetime, either for PG or Ph.D. studies.

The stream-wise allocation may be adjusted to ensure optimal utilization of the available scholarships. Out of the total 50 students, 30 students for General Studies and 20 students for Technical/Professional studies would be benefited.
Guidelines for Foreign Institutions
- Preference will be given to candidates admitted to Top 200 universities as per latest QS World Rankings.
- Institutions must be accredited and recognized by the host country's national regulatory body.
- Disbursements will be subject to verification from the admitting institution via official communication.
Monitoring and Evaluation of New Foreign Scholarship Scheme in Odisha
- Students must submit academic progress reports annually.
- Odisha State Higher Education Council (OSHEC) shall be the nodal agency responsible for managing the selection process.
- The scheme will be monitored by OSHEC and reviewed annually by the Higher Education Department.
- A detailed annual report shall be submitted to the Finance Department and Planning & Convergence Department.
- Selected students shall also submit a declaration that the entire scholarship will be forfeited if they receive another scholarship concurrently.
Supplementary Support
